Thematic investigation of serious accidents with heavy goods vehicles

Description

Accidents in which heavy goods vehicles lose control occur with both Norwegian and foreign transportation carriers. The extent of damage to both persons and materials is high due to the amount of energy involved in such accidents. In this investigation, the AIBN intends to investigate how traffic safety is handled by the actors who book road transportations.

The AIBN was notified of several road traffic accidents during the winter season of 2018/2019, where truck drivers had lost control during demanding driving conditions. Both foreign and Norwegian road vehicles were involved in the accidents. Nationality has not been a criteria for which accidents that have been chosen to be part of the investigation.

The AIBN has previously conducted investigations of road traffic accidents where road conditions have been demanding, and where the focus of the investigations has been on winter operation. This thematic investigation will on the other hand seek to identify which framework conditions are leading for the relevant transport assignments, and how traffic safety is safeguarded through these terms.

The aim of the investigation is to find learning- and improvement points, both for those who book road transportations and for authorities that can help reduce such road traffic accidents.

The AIBN has mapped the actors involved in both the ordering and the execution of the transport assignments for the heavy goods vehicles that were involved in the accidents. Furthermore, meetings have been held with the clients/actors who booked the four transport assignments. The AIBN is also in dialogue with the four transport companies involved. In addition, meetings have been held with relevant authorities and organizations.

Factual information regarding the four accidents and information obtained from the involved actors will be compiled, investigated and analyzed in accordance with the AIBN's framework and analysis process for systematic safety investigations (the AIBN method).

E8 at Nordkjosbotn in Troms 7 January 2019

A heavy goods vehicle lost control of its trailer that collided with an oncoming passenger car. The driver of the passenger car was critically injured, and later died of the injuries.

Rv. 3 in Stor-Elvdal in Hedmark 2 February 2019

A heavy goods vehicle lost control and came over onto the opposite driving lane, where it collided with an oncoming truck. The driver of the truck was severely injured.

E10 at Bjerkvik in Nordland 15 February 2019

A heavy goods vehicle lost control of its trailer that collided with an oncoming passenger car. The driver of the passenger car was severely injured, and two passengers sustained minor injuries.

E134 at Høydalsmo in Telemark 12 March 2019

A heavy goods vehicle lost control of its trailer that collided with an oncoming passenger car. The driver of the passenger car was severely injured.
